Royal Dutch Shell (RDS.A, RDS.B) agrees to pay more than $118M, including a $2.6M civil penalty, to resolve allegations that its refinery and chemical plant near Houston emitted harmful amounts of benzene and other air pollutants, the Justice Department says. Shell will spend $100M alone on technology to reduce pollution from flaring.
