Shell (RDS.A -0.5%) reportedly is pitching its floating liquefied natural gas technology directly to the government of Mozambique after failing so far to gain a foothold in East Africa, one of the world’s hottest energy plays. Shell's presentation to Mozambique's president during a U.K. visit suggests it is seeking ways to bypass the companies which have made gas discoveries in the country, Anadarko (APC) and Eni (E).

Put this one in the category ' solution looking for a problem'.

The technology has an application - smaller reservoirs, quick depletion profiles, marginal volumes and remote from a possible land LNG site. These massive, long life reserves in Mozambique located close in to shore hardly fit the profile.

Shell either needs to pay up for an entry or become acquisition bait themselves.

Why would Mozambique agree to this?

A shore LNG facility offers jobs, investment, taxes, boodles, etc. Whereas an FLNG would be built elsewhere, mobile in case the government changes and possibly staffed by foreigners.

As said in the movie "Godfather". Shell should simply make an offer to Anadarko, or Eni that can't be refused.

Shell should buy a working interest from the owners in Rovuma area 1 and 4 ( APC & E ).
