The NRF calls for use of smartcard technology

The National Retail Federation uses the re-introduction of the Data Security Act in Congress to hammer home again that the retail industry needs to move to smartcards with chips,  instead of the older-style cards with magnetic strips.

Despite widespread adoption of smartcards globally, the banks in the U.S. oppose the initiative due to the high cost of upgrading systems.
