U.S. Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov are due to meet in Paris today in what will be their first face-to-face discussions over the Ukraine crisis. The talks will follow a conference of the five permanent members of the U.N. Security Council.
Russian troops remain in control of Crimea, and while President Vladimir Putin yesterday ruled out annexing the region, there's no sign that the soldiers will be returning to their bases.
