-To satisfy the federal government (Congress, Board of Education, etc.) they instituted a ton of changes related to recruiting new students, which resulted in far lower enrollment.
-On top of the new rules, there is ever-increasing competition as established brick-and-mortar universities enter the online market.

It's tough to see how the current slide can possibly be turned around. They do provide a quality education, and i have no doubt there will be some "bottom" they hit that is sustainable long-term. But, BPI is clearly in a steep decline - until that sustainable size is determined, I can't imagine investing in it. Looking at the all the insider sales (and complete lack of buying other than cashing in options) only reinforces my fear that they still have a good distance to drop before finding their long-term sweet spot.
