Glencore (GLCNF.PK) has reportedly made a £3.5B ($5.5B) offer for Canadian grain handler Viterra (VTRAF.PK). Viterra issued a statement on Friday that it had received expressions of interest from third parties, but declined to identify the companies.

    This bid will serve to focus current attention on two issues that have been central to political debate in Saskatchewan, Manitoba and to a lesser degree Alberta for over 60 years:
    (a) marketing boards for agricultural products, and
    (b) local corporate management of major prairie industries.

     

    The experience of the Prairie Provinces during the fifty or so years prior to WW II, during which the grain and livestock industries were marked by railway and banking interests centred outside the region controlling the financing, transportation and marketing of production created strong regional support for cooperative institutions and marketing boards to give local people control over their own economic destiny. By contrast, the buoyant international markets for grain and other resources over the past 15 or so years has engendered a desire amongst many Prairie residents to loosen or dismantle the supply management, marketing board and public enterprise monopolies that served as the bulwark of that earlier populist drive to give local people control over their own economic destiny. The debate between the older coop based populism and the newer free market centered populism has recently centred on the fate of the Canadian Wheat Board and on ownership of the Potash Corporation of Saskatchewan but will be reignited by the proposal that Viterra be taken over by a foreign company.
