Are builders buying again? Meritage Homes (MTH) just bought 80 finished lots at an 81% discount in Arizona. Not a trend yet, says MTH, as values continue to drop. But CFO Larry Seay thinks with "innovative new financing structures, we could potentially tie up a lot of land with relatively little investment."

    You'd think at this point, Mr. Seay might realize that dropping the words "innovative" and "financing" in the same sentence is not the best idea.
