Dish Networks (DISH -2.1%) tells the FCC it won't be able to launch a 4G LTE network until 2016 or later - 12 months longer than the FCC proposes. Dish's filing could add to the pressure it's facing to sell the spectrum, or at least partner with a major carrier. It might also be another sign the satellite provider is bluffing about its 4G investment plans.
