Output at the biggest U.S. refinery could be cut by more than half for up to five months after Motiva, Saudi Arabia's JV with Royal Dutch Shell (RDS.A, RDS.B) reportedly failed to restart a major new unit at the Port Arthur, Tex., plant over the weekend. The entire refinery has not been shut by the outage because the pre-expansion 285K bbl/day crude distillation unit continues to operate.
