The BOE's monetary policy committee voted 5-4 earlier this month against increasing the bank's bond-buying program, the minutes show, with Governor Mervyn King on the losing side. Most MPC members believe further stimulus will be needed in the future to meet the bank's 2% inflation target even though CPI has consistently overshot that goal.
