Gulf of Mexico energy producers have restarted all but 3.21% of daily oil output and 3.64% of daily natural gas production shut because of Tropical Storm Debby, as the storm moved out into the Atlantic Ocean. Anadarko (APC), the largest gas producer in the Gulf, has restarted its Independence Hub platform, the Gulf's easternmost energy installation.
