The U.S. pipeline regulator slapped a $3.7M civil penalty against Enbridge (ENB +1.2%) for two dozen violations relating to a 2010 Michigan crude oil spill, in the largest fine ever proposed by the PHMSA agency. More than 200K barrels of heavy crude were spilled, contaminating 38 miles of the Kalamazoo River.

    A $3.7 million fine for spilling roughly $16 million worth of oil into a river. Seems like a small fine.
