South Korea's central bank lowers its growth outlook for the second time this year, a day after it unexpectedly cut interest rates. The Bank of Korea says GDP may rise 3% this year, down from April's projection of 3.5%. Growth next year will likely be 3.8%, down from an earlier forecast of 4.2%.
