Williams Financial reiterates a Buy on Texas Instruments (TXN -1.5%) ahead of today's Q2 report. Williams thinks TI's telecom equipment chip business is improving, with North American 3G base stations a notable bright spot (ed: is this a sign mobile data traffic is finally leading to higher capex?). It also believes automotive sales are holding up, though computing and mobile devices remain weak. Mobile peers Qualcomm and Skyworks rallied last week after posting ho-hum results.

    Williams Financial also recommended AMD ahead of its report. Oh, yeah, and an Intel short as a "hedge". These guys are clowns.
