    The handwriting is on the wall: Pay the stiff WTO fine and stop subsidizing the Cotton farmers, which is why we were fined in the first place.
    The good news is: you can turn all that un-used cotton land into shopping malls. We are a consuming nation now anyway.
    The manufacturing/production here has been going south for years.
