Legal rare earth exports from China fell 42.7% in H1 from a year ago, according to Chinese customs officials. The pace means fewer than 10K tons of rare earths will be exported for the year (vs. a quota of 31K tons). Slowing demand has something to do with it, but so does rampant smuggling - though this too must have slowed amdist plunging prices.
