UMC says it's offering a 10% stake in the company through a private placement, with the goal of obtaining "strategic partners." There has been speculation that cash-rich Qualcomm (QCOM), which recently struck a foundry deal with UMC (among others) on account of TSMC's (TSM) 28nm supply issues, will make an investment. UMC, which has been struggling to keep pace with TSMC, recently broke ground on an $8B fab project.
