The CDC reports a large increase in the usage of large cigars and loose tobacco that makes up in part the long trend of declining cigarette consumption in the U.S. Though demand trends are in play, tobacco manufacturers have also been able to skirt the higher taxes and regulation on cigarettes by adding weight to many small cigars so they can be reclassified as large cigars.
