Nigeria's oil spill agency directs ExxonMobil (XOM) to clean up oil sighted on the shoreline near the company's Qua Iboe oil terminal while investigation into the source of the spill is completed. Lawmakers will decide on the ultimate amount of fine as early as September.

    Shouldn't they at least pretend to know the oil is not naturally occuring before fining XOM?
