In taking on the Arctic, is Shell (RDS.A, RDS.B) biting off more than it can chew? As Shell seeks permission from U.S. authorities to extend its north Alaska summer drilling campaign, the fact that such an industry giant is finding it so tough is making the rest of the sector sit up and take notice. “There are a lot of eyes on Shell,” says a top exec at a major oil and gas firm.

Not sure (yet) that it is a significant issue. The hold up is related to getting permits for the ship that will be available to mitigate a spill should one occur. I have not yet heard that there are any significant technical problems - won't know those (if any) until they drill.

The hold up this summer (and for the past several summers) has been the result of not being issued a permit to drill...and then the requirement for a ship to mitigate any potential spills - the completion and inspection/approval of which has delayed drilling this summer.
