EPL Oil & Gas (EPL) says all of its rigs are fully operational throughout the Gulf of Mexico following a brief shut-down due to Hurricane Isaac, and estimates that about 45% of its operated production is back on-line. The remaining shut-in production is just waiting on various third party processing facilities to become operational again. Most of those facilities should be brought on line next week.
