The EU's permanent rescue fund (ESM) will invest the core of its assets in AA or higher-rated government or other official paper, according to leaked details (where does that leave Spain and Italy?). Over time, the fund expects to add bank debt to its roster of holdings.

    The only rules in Europe are that there are no rules.
    Whatever the political-economical elites decide is the law
    There are no constraints whatsoever on these elites as all the institutions have been corrupted (except perhaps the Bundesbank). The executive of each country, the central banks, the ECB, the legislatures all do exactly as demanded by the elite.
    Whatever the elites say is always subject to complete change tomorrow.
    Wise investors stay away from speculation based on the words of the elite.
