BP’s declining production in Azerbaijan prompts an angry outburst from the country's president for “false promises” and “erroneous forecasts” about production. Ilham Aliyev is demanding action from BP over its continued failure to meet production targets which he maintains has left Azerbaijan’s coffers $8.1B short. BP gets more than 10% of output from the country.

    Even though he too has his "boot on the neck" of BP, we know of at least one head of state who won't be "shutting down production." He probably does have a sizeable slush fund, perhaps labeled "claims" just as we have the $20-billion claims fund run by one of our Tsars. Has anyone seen our BP Claims Tsar lately?
