Fossil (FOSL +1.3%) becomes the third outside retailer to ask India's government for permission to enter the local market through a wholly-owned subsidiary - following furniture player IKEA and shoe seller Pavers. Though India is slowly relaxing rules on foreign ownership, for now the big box retailers are trying to edge in with controlling interests of local ventures before going down the path of wholly-owned entities.
