Exxon Mobil's (XOM +0.8%) $2.6B deal to acquire Celtic Exploration still must be approved by the Canadian government, but XOM isn’t likely to attract the same scrutiny as Cnooc and Petronas since it isn’t a state-owned buyer. It also has roots in Canada dating to the 1940s; it now operates the Sable Island project and has other interests in Canada’s oil patch, including majority ownership of Imperial Oil.
