The WTO rules the U.S. did not illegally dump a type of specialty steel into the Chinese market beginning in 2010. The dispute involved duties imposed by China on "grain-oriented electrical steel" used in the cores of high-efficiency transformers, electric motors and generators and made by AK Steel (AKS +0.1%) and Allegheny Technologies (ATI +1.8%).
