Shanghai's economic planning authority submits a proposal to offer more subsidies to consumers willing to buy an electric car. If the measure is approved, buyers will receive as much as 100K yuan ($15.8K) per green car. China has a tentative goal of seeing electric vehicle sales of 500K by 2015 and 5M by 2020.
