Pandora (P) is suing songwriter trade association Ascap over its royalty rates. The company has asked a federal court to set "reasonable" licensing fees, while adding Ascap refused to give Pandora the same terms it granted to Clear Channel and other radio licensees. The suit comes a few weeks after the Internet Radio Fairness Act, which seeks to bring Web radio royalties in-line with satellite levels, was introduced in Congress. Royalties equaled about half of Pandora's 2011 revenue.
