Gazprom says it is poised to finalize terms for its $20.5B South Stream pipeline, which will run beneath the Black Sea from Russia into southeast Europe and is designed to make its natural gas deliveries more reliable. Some critics say South Stream, which aims to be operational in 2015 with a capacity of ~14% of EU gas consumption, will hand Russia even more influence over Europe's energy supplies.
