Dish (DISH) Chairman Charlie Ergen says his attempt to enter the cellular industry appears to be "increasingly risky." Dish owns billions of dollars of spectrum - much of which is designated for satellite use - reportedly made a failed $4B for MetroPCS, and is apparently in talks with Google (GOOG) about a 4G network. The FCC will probably allow Dish to use some of its satellite spectrum for a ground-based cellular network, but with restrictions that could harm the quality.
