The situation late on February 23rd Libyan time appears to be that
    (a) Further elements of the armed forces have defected to the insurgents.
    (b) Much of Libya outside the capital Tripoli appears to be in insurgent hands.
    (c) Foreign mercenaries and security forces remaining loyal to the Gaddafi family are trying to suppress demonstrations in Tripoli with mixed success.
    (d) There are indications that some lesser Gaddafi family members are trying to leave Libya.
