The Pentagon continues its drive to keeps costs under control by opening up the rocket launches of government satellites to competition. While the Air Force has received approval to acquire up to 36 launches from a Boeing (BA) and Lockheed Martin (LMT) JV, 14 other launches will be open to bidding. The cost of the program is forecast at $70B through 2030.

    The cost is incurred not in the initial bidding but later with change orders!
