Government regulators greenlight another deepwater drilling permit, letting BHP (NYSE:BHP) get back to work on an oil and gas well off Louisiana's coast. It's the second deepwater drilling permit issued in the last two weeks, and the first in the Gulf of Mexico since the drilling ban was imposed.
