Loyalist forces in appear to have retaken Zuwarah, one of the last remaining rebel-held towns in Western Libya, amid reports of residents fleeing their homes under heavy shelling attack.     The prognosis for international protection for the insurgents and civilians in Libya against suppression by the superior air, tank and mechanized artillery and infantry (much of it bolstered by foreign mercenaries) and savage reprisals after defeat is diminishing. The position of Germany and Russia is essentially to play out the clock in international for a considering the limited n0-fly-zone issue. Note as well that Turkey has now shifted to obstruction on these matters in NATO discussions (clearly it expects the insurgents to lose and wants to protect its extensive economic interests in Libya once the rebellion has been crushed.

     

    While Britain, France, Portugal, the US and several other NATO countries are prepared to institute a limited no-fly-zone and both the Arab League and the Libyan insurgents have now called for such a zone to be established, the US (with cause) does not want to take the lead and it and these other Western countries are torn between the great regional risks even such limited intervention might entail (especially without more general international and Islamic support) and a growing appreciation of what defeat of the insurgency will mean on both humanitarian grounds and for Western influence throughout the Islamic world (especially if the West is seen to have stood by after initial rhetorical encouragement of the insurgents once they rose up.
