Seemingly at odds with reports of the situation stabilizing, Japan raises the rating of the nuclear accident from 4 to 5. It's a logarithmic scale, so such a move means a doubling in severity. Is this like ratings agencies downgrading Greek debt after rates shoot into double digits?

We see the Japanese attempting to refill the containment pools with water cannons and water drops. I'm certainly no expert but why is it that instead of these hit or miss approaches they don't just attach a 500 ft cable to a long hose and the other end to one of those choppers. They might be able to drop a hose into those containment pools and pump an infinite amount of water directly into the pools.
