The only Fed bank with power is the New York Fed.

After reading Mr. Plosser's speech, I will confess to not understanding all of it, but also feel that many elements of his proposed plan have a lot of merit. One is to do things gradually, another is to communicate the goals of the plan in a transparent manner to reduce uncertainty, and a third is to stress that policy decisions will be based on economic conditions, and not arbitrarily applied regardless of what's happening with inflation or interest rates. This plan is worth a look, Mr. Bernanke; I hope you will consider it.

What the Fed says about the dollar and what actually happens to the dollar are frequently at odds.
