Google (GOOG) is joining Citigroup (C) and Mastercard (MA) to set up a mobile payment system that would let Android users wave their phones in front of a small reader at checkout to make payments, WSJ reports. Google is not expected to get a cut of the transaction fees, though it will offer retailers more data about their customers and help with targeting ads and special discounts.
