An improving housing market and higher fees charged by Fannie and Freddie have banks keeping more mortgages on their own books. Maybe it's a small step towards privatization of housing finance, but the higher fees make it likely banks are keeping the good stuff for themselves and passing on the weaker paper to the GSEs.
