Sen. John Kerry’s commitment to tackling global warming will face several tests if he takes over as Secretary of State, but stopping the Keystone pipeline (TRP) isn't likely to be among them, as analysts say Pres. Obama is believed to have already made up his mind on the project. Kerry is seen as more likely to engage with China on greenhouse gas emissions and the EU on handling gases generated by airlines.

    Keystone XL has already been approved by all US states concerned. It is currently under construction. The discussion just concerns the link across the Canadian border which is the only reason why the State Department is involved at all.
