AT&T (T), Verizon (VZ) and T-Mobile USA (DTEGY.PK) are scaling back their Isis mobile payments JV and will not build a network that would collect fees on transactions. The carriers are now creating a "mobile wallet" that stores a user's credit card information, but they need a new business plan, which is good news for traditional card companies like Visa (V) and MasterCard (MA).
