Mexico's Supreme Court ruled Tuesday that Carlos Slim's cellphone company can't continue to block competitors by using injunctions to ignore rulings by Mexico's telephone regulator. The ruling should create a more competitive Mexican market by forcing America Movil (AMX -1.8%) to charge rivals lower rates to complete calls on its network of 66M users.
