Another Kulluk headache for Shell (RDS.A): The EPA says the rig violated nine conditions of its air-quality permit while drilling in Arctic waters off northern Alaska last year. The EPA can levy fines of up to $37.5K/day for each violation. Lending some perspective, a Simmons analyst says "Shell has navigated the regulatory process in the U.S. pretty well" and will work through its round of troubles.
