U.K. public sector net borrowing, excluding financial sector interventions, rises to £15.42B in December from £14.84B last year and tops consensus of £15.2B. For the FY since April, borrowing falls to £78.51B from £99.28B. Total net debt hits £1.11T, or 70.7% of GDP.  Including the cost of bank rescues, debt reaches 140.3% of GDP.  (PR)
