Canada’s National Energy Board yesterday rejected an application by TransCanada's (TRP) Nova Gas Transmission to connect British Columbia’s isolated Horn River shale gas play to its pipeline system, saying a proposed rolled-in tolling structure would "unreasonably subsidize" users of the addition. The decision was a victory for Spectra Energy (SE), which operates in B.C. as Westcoast Energy.
