CarMax (KMX) +0.6% AH after announcing a $500M increase to its stock buyback program - the new funds are good for buying back 5.6% of outstanding shares as of today's close. Interestingly, the increase, which comes on top of a $300M buyback program announced in October, comes at a time when CarMax is trading near its all-time high.

Why is that interesting don't most companies buy back shares when they are at all time highs?
