The U.K. government plans to give regulators the power to break up banks that breach upcoming rules ring-fencing their retail operations from their investment-banking activities, Finance Minster George Osborne is expected to say later today. "In the jargon, we will "electrify the ring fence,"" Osborne will say. He's also expected to lay out new regulations that will limit banks' leverage.
