The EU proposes a broad financial transaction tax to be collected worldwide as soon as next Jan. 1. The new law is cleverly crafted to prevent traders from escaping it by doing business outside the EU's borders. The U.S. will have a look, but at this point Treasury does not support a transactions tax. Who says D.C. doesn't work?
