Even as the Chinese government makes some modest efforts to ease overall export quotas on rare earth minerals following a WTO censure, it's moving to tighten quotas in other respects, such as bringing more byproducts under export limits. Rare earth prices have soared in 2011, a boon for miners such as MCP, AVL, and REE.
