German lawmakers hand Google (GOOG) a de facto copyright victory, approving a watered-down bill that won't require the company to pay fees to excerpt small amounts of text for use in search results and Google News (as a draft bill would have). The vote comes a month after Google set up an $82M compensation fund for French publishers in arms over Google News excerpts.
