Small-cap stocks are set to outperform, according to Goldman research showing the IWM outperforms the SPY by an annualized 8.1% in quarters following a steep drop in the VIX. The "acute" decline in the VIX YTD "provides a tailwind to small-cap performance in 2Q13." A must-read for small cap index fans is SA author Ploutos' piece suggesting IJR is your best bet.

Go check the RUT since mid-November. I'd consider that outperformance not underpeerformance

IWM is certainly a good place to be in a strong uptrend. Just the opposite in a sell-off.

Me, I have replaced my minimal futures index trades on the long side with the TNA ETF, as it gives me good liquidity and long exposure with less cash at risk than something like the ES (black swan concerns) and performs to near 3X the IWM in periods of 1 year holding or less.
